I'm trying to stop users in a Windows Server 2003 environment from having the ability to install, uninstall software and also to stop them from being able to download, they are around 10 or so users and an Active Directory is in place. Apparently whoever structured the systems before didn't put this in place or at that point in time it wasn't a need or an issue.

Preventing the ability to install/uninstall would be easy with a restricted-access user group, but preventing the ability to download.. hmm, I dunno.. is it even possible, without making whole browser cache temporary?

In amigados you had a NIL: device -- anything sent there would just disappear down a black hole never to be seen again. Don't know if you can do the same on a PC though. If you can, just set everything to download to NIL:
