i understand that Steam may be rethinking their policies on reselling games. They have relaxed some of their related policies about gifting and buying for friends, i believe.

Well, i don't believe you can gift games you played to friends - yet.

If Steam were smarter, they would offer this service for a small fee. They can certainly keep track of them.
