Well the first one is probably minimum where the second one is recommended.But then that's some serious recommended specs Core i7-3930K 3.06GHz,FX8150 3.6GHz GTX 680 2GB,HD 7970 3GB if properly executed this can put BF3,Crysis 2,Witcher 2 graphics to shame

It won't. The graphics are very good but not spectacular. At least what i saw at Kepler Editor's Day.

Maybe they are for "recommended" with uber-sampling If they are for minimum, i would say they are misleading  Do you think the screen shots look that good?

Yeah but look at the recommend CPU and gpu specs ,i never remember seeing these high specs for any game save Mafia 2 for its time.
