It sounds like you are really really sick of your old .. what is it? HD 5830? In your particular case, it appears the satisfaction from upgrading will outweigh any buyer's remorse you might suffer. Sometimes you have to do something nice for yourself But that is just my ...

The $170 card, if it has a good warranty, looks to be the best deal. Particularly if it comes with all accessories.
But, meh.

I would just grab a used 5830 for 90$ and crossfire if you can. Crossfired 5830's are fast.

That's actually the one I posted earlier. I already own Deus Ex, and I wonder do I actually want Dirt 3; particularly if I can get the card for $200. I wish the 6950 had dropped in price like the 6870.

The GTX 460 is the ultimate GPU. There is still no GPU that can dethrone it from a value perspective. There are faster cards, sure, but they cost a ton and they're not going to give you a drastically different gaming experience.
It's going to take a year or so before we have a worthwhile successor whereby it's worth considering a $200 part.
The 6950 2gb card is only interesting for a CrossFire configuration. After my brief run using SLI, I would not recommend multi GPU setups. 6950s would be "optimal" though, and in most cases you would in all likelihood have a spectacular gaming experience.

I think I just settled on buying a used XFX 6970 for $280 with a transferable LT-warranty.
You guys think that's crazy? I hear that thing gets hotter than Hades!

Well, he's ready to sell as soon as he returns. I didn't get that 6950 1gb for $170, because some chump bought all of the cards he had.
Anyway, I hear that XFX is like a Boeing 787 that has been shot down and managed to crash........In hell. Loud+Hot.
Still likely going to get it. I need to treat myself, dammit!
