Good news: I was able to greatly reduce the coil whine. Before, I had my GTX 1070 hooked up to my EVGA SuperNOVA 550 G2 PSU using 1 cable, which had 1 6-pin connector and 1 6+2-pin connector. Today, I hooked my GTX 1070 up using 2 cables, and that greatly reduced my coil whine under load. It also reduced my coil whine at idle a little bit, though the coil whine at idle was so quiet to begin with that I had to put my ear next to the back of the case to hear it.
