What made any sense in that at all?

I only skimmed it, but the author seemed to have his head up his ass to me.

How could anyone who uses the internet wish that companies be able to charge higher prices for some forms of content or speeds? Unless one is an ISP the whole concept seems counter intuitive and anti consumer.
