I think this is outside of partisan politics, and a horrific tragedy.
I also think people don't understand the situation here. Flint was a bankrupt town the state stepped in to try and salvage. They were buying water from Detroit, another bankrupt community.
There's no excuse for what happened there, but it certainly wasn't a normal government situation where you have financially sound departments providing well regulated service. Probably a revolving door of people involved, government scrambling to maintain services.
