I dunno, it's pretty hard to use less water. We need it to survive. That being said, a lot could be done to collect greywater in people's homes. You can use greywater for a lot of things like doing laundry or flushing the toilet. Do people do this in places like California? We could also be collecting rain water. Actually I saw this cool gizmo on Amazon that treats rainwater so that you can drink it. Maybe one day we will all just be our own utilities, water and electricity. We have the technology to do it to a large extent.
