I don't think Microsoft is desperate. If they were, they would cut the price of the Xbox One. Right now they are making much more profit on each console sold compared to Sony, they have a much cheaper bill of materials to deal with and the consoles cost the same to buy.
The Xbox One is far from a failed console. The Wii U is a failed console and it's doing much worse. Clearly the PS4 is winning but I would not call the Xbox One a failure, not by any means. It's decent enough, just not the best.
