According to Ad Week, Google Fiber's new ad delivery can not only tell whose watching the ads, it can deliver ads tailored to a user's geography (not defined), viewing history, or in context to the program being shown. Google insists that privacy is a top priority as it's moving forward with the trials:

Yawn. The default options are a powerful thing. It's been proven time and time again that the vast majority of people will not alter the default options. These are the same people who will turn around and say Google Chrome spys on you, while ignoring the fact that Firefox does just as much spying and requires more digging than Google Chrome to disable the spying.

It is, but only in the same sense that Google Chrome is "spying" through browser telemetry. To disable it, go to Preferences, click on the Advanced tab, and uncheck Enable Telemetry and Enable Firefox Health Report.
