When a police officer in Cobb County, Georgia, pulled Katelyn Ebner over in April 2016, the 23-year-old figured she had nothing to be worried about. She’d just gotten off a waitressing shift at a restaurant, but she hadn’t been drinking. She was tired, maybe, but not drunk ― and certainly not high.<br />
<br />
Over the course of a nearly half-hour traffic stop, however, Officer Tracy Carroll made it clear that he believed Ebner was driving intoxicated, which had supposedly caused her car to cross the center line. And Carroll was intent on confirming that suspicion using his training as a drug recognition expert, a <a href="http://www.fresnobee.com/news/local/community/clovis-news/article19503492.html" target="_blank" rel="noopener" class="mycode_url">controversial certification</a> that some critics say can put innocent people in jail based on “guesswork.”<br />
<br />
In a dashcam video later obtained by WXIA-TV, the <a href="http://www.11alive.com/news/investigations/the-drug-whisperer/437061710" target="_blank" rel="noopener" class="mycode_url">NBC affiliate in Atlanta that first reported on Ebner’s story</a>, Carroll asks Ebner to step out of her vehicle, then he proceeds to conduct a 20-minute field sobriety test. Ebner repeatedly says she’s “nervous,” telling Carroll it’s the first time she’s been pulled over. At one point, Carroll shines a bright, blueish light into Ebner’s eyes for nearly three minutes. He asks her to blow into a Breathalyzer, which returns a negative result. Then Carroll makes <br />
<br />
Ebner perform a number of exercises: walk heel-to-toe, touch her nose, look here, look there.<br />
Finally, he makes his conclusion.<br />
<br />
“You’re showing me indicators that you have smoked marijuana,” Carroll tells Ebner as he goes to handcuff her.<br />
<br />
Ebner spent the night in jail, accused of driving under the influence, which caused her to lose her alcohol server’s permit for work. Although she maintained her innocence and submitted to a required blood test, Ebner wouldn’t be fully vindicated until four months later, when that test, as well as a separate urine screen she got through a private lab, came back negative. With scientific evidence to counter Carroll’s conclusion, prosecutors dropped the charges against Ebner. But not before she spent thousands of dollars in legal fees, she says. <br />

Reached by HuffPost on Thursday, the Cobb County Police Department said it was reviewing Ebner’s arrest but believed Carroll had acted in accordance with his training.<br />
<br />
As WXIA reports, Ebner’s ordeal wasn’t an isolated incident. In 2016, Carroll arrested at least two more motorists on suspicion of driving while high on marijuana only to have their drug tests come back negative.<br />
<br />
“They’re ruining people’s lives,” Ebner told WXIA.<br />
<br />
These sorts of field screening tests are troubling to William Head, a Georgia criminal defense attorney.<br />
<br />
“The case law around the country says if a person has had this additional training, they’re allowed to get up [on the stand] and tell the jury that they have special training and can detect things that even a doctor can’t detect,” Head told HuffPost.<br />

Punta Gorda police didn't immediately identify the officer involved, but said he or she has been placed on administrative leave. The Florida Department of Law Enforcement has been asked to conduct an investigation into the incident, which is common in officer-involved shootings.<br />
The academy is a free eight-session course offered to as many as 35 people who are interested in learning local civics, according to Punta Gorda's official website. The class meets biweekly on Tuesdays at different government buildings from January to May.<br />

A New Jersey police officer is being investigated after a dashcam video showed the officer suddenly braking in the middle of a roadway and then issuing the driver behind him multiple tickets, authorities said Friday.<br />

According to NJ.com, video of the March 19 altercation surfaced on YouTube last week. It shows a Clifton resident, identified only as Omar B., and shows the Clifton police officer slamming on the brakes in front of the man.<br />
<br />
There was no one in front of the officer at the time he slammed on the brakes. The officer admitted in the video that he only braked in front of the motorist because the driver was driving behind him too closely. The practice is known as “brake checking,” according to NJ.com.<br />
<br />
"This cop could have hurt me, himself and anyone else who was behind me that couldn't stop in time," the individual wrote in the video.<br />

Clifton Police Department spokesman Detective Sgt. Robert Bracken told NJ.com that the incident is being investigated by Internal Affairs officers.<br />

A white Chicago policeman was charged on Tuesday with murdering a black teenager, a prosecution that was speeded up in hopes of staving off a fresh burst of the turmoil over race and police use of deadly force that has shaken the United States for more than a year.<br />

A highly anticipated video of the Oct. 20, 2014 shooting was released on Tuesday afternoon in accordance with a court order and a day earlier than expected. The police website became overwhelmed and did not function.<br />
<br />
Seventeen-year-old Laquan McDonald was shot 16 times by police officer Jason Van Dyke, who emptied his gun and prepared to reload, prosecutors said. Van Dyke, 37, has said through his lawyer and the police union that the shooting was justified because he felt threatened by McDonald.<br />
<br />
"Clearly, this officer went overboard and he abused his authority, and I don't think use of force was necessary," top Cook County prosecutor Anita Alvarez said at a news conference after the hearing.<br />
<br />
Van Dyke was denied bail at a hearing in Chicago's main criminal courthouse hours after prosecutor Alvarez announced charges of first-degree murder. If convicted, Van Dyke could face 20 years to life in prison.<br />

At the brief court hearing, prosecutor Bill Delaney told Cook County Circuit Court Associate Judge Donald Panarese that a video of the 2014 shooting does not show McDonald, who was armed with a knife, advancing on Van Dyke, and that witnesses concur on that fact.]]></description>
