During exercise Northern Strike 21 in northern Michigan in early August, Air Commandos facilitated the first landing of a modern aircraft on a US public highway. The goal was to prepare pilots and commandos for impromptu operations in austere locations.<br />
During the exercise, Air Commandos practiced infiltrating and securing the highway and then setting it up to function as an airfield.<br />
A-10 and C-146A aircraft then landed and took off from the roadway. In a real-world scenario, especially during expeditionary operations, the highway-turned-airfield would ideally be close to the front lines to provide quick and accurate logistical and close air support for conventional and special-operations troops.<br />

We’ve been pretty hard on the cable and telecom industries for all the sneaky fees they like to tack onto bills in a variety of ways, such that their inscrutable nature is one reason people so despise the companies and long for a much simpler relationship and pricing structure. Just when you think you’ve seen it all, though, something else comes along to prove you wrong. In this case, it’s a fee AT&amp;T is reportedly charging business Internet customers, and it will definitely elicit some frustrated groans.<br />
<br />
The publication cites a bill from Scott Phillips, who owns a business in Santa Clarita, Calif., called Valley View Media. He signed up for AT&amp;T fiber Internet service at a cost of &#36;95/month, with his documentation stating that price “includes taxes and fees.” But then came his first bill back in July, which included a portion that reads:<br />

   Effective October 1, 2019, there will be an increase in the AT&amp;T Cost Assessment Charge used to recover AT&amp;T property taxes. The monthly rate will change from 2.92% to 7.00% of your total AT&amp;T Business Internet, Phone and/or U-verse TV monthly charges. This charge is not a tax or fee that the government requires AT&amp;T to collect from its customers.<br />

Sure enough, once his October bill arrived that 7% increase in the “property tax fee” added another &#36;6.65 to the &#36;95 monthly price he’s paying.]]></description>

The tax would also apply to any provider of broadband access, such as cable or wireless operators.<br />

The collected money would go into state rural broadband deployment funds that would help bring faster Internet access to sparsely populated areas. Similar universal service fees are already assessed on landline phone service and mobile phone service nationwide. Those phone fees contribute to federal programs such as the FCC's Connect America Fund, which pays AT&amp;T and other carriers to deploy broadband in rural areas.<br />
<br />
AT&amp;T stands to be one of the biggest beneficiaries if states assess the new taxes. AT&amp;T already gets &#36;428 million a year from the FCC's Connect America Fund in exchange for providing 10Mbps Internet service in rural areas.<br />

An AT&amp;T executive who is on the FCC advisory committee argued that the recommended tax should apply even more broadly, to any business that benefits financially from broadband access in any way.<br />

Article 11 of the BDAC's model state code would create a Rural Broadband Deployment Assistance Fund, paid for by contributions from broadband providers and "Broadband Dependent Services."<br />

The newly revised definition isn't quite grammatically correct and seems to apply to any subscription-based retail service, even those that don't use the Internet. During the rise of the internet, the telecommunications industry was able to elude these taxes by offering "information services" like email and web browsing.<br />
However, as mobile phone users shifted their behavior away from making phone calls, voice call revenue for these state programs has dropped by about a third, from &#36;16.5 billion in 2011 to <br />

"These customers were required to pay early termination fees of up to &#36;240 to cancel long-term contracts, even when they downgraded Comcast services to a more affordable monthly package," the announcement said. <br />
<br />
The settlement requires Comcast to improve the disclosures it makes to customers before they sign long-term contracts. "Comcast must disclose the existence of additional fees in all advertisements, and train sales representatives to disclose true monthly service prices to customers before they enter long-term contracts," the AG's office said.<br />

Companies are required to give customers "clear information about the products and services they buy," Healey said.
