Four Titans used in workstations wouldn't have anything to do with this, hell hundreds of Titan Vs used in workstations wouldn't.
What this is covering is people buying the Titans, building server farm style setups and then renting out the compute power of those farms.
Think of it like if you bought a movie in the store, then screened it at your house while charging admission. The movie studio would have some issues with that. Same general principal here.
You can get the proper version of the movie that allows you to do that(in this case, Tesla)- but they are going to charge extra for it.
Edit- For the record, I'm not saying I agree with this choice, just stating that the legal precedence is well established and the reasoning behind it isn't exactly 'shit on the little guy'.
