That's the nature of Obama's "small step". It was a pointless law no company would ever seriously consider unless they were moving jobs back to the USA for some other reason.
What are some of Obama's "many" steps to create jobs in the USA? Seems to me he spent the first two year getting the ACA passed and then public backlash in the last two midterms shifted power in the House and Senate has prevented him from doing pretty much everything he's tried since because Congress's position on anything Obama supports is "NO".
