As of 2013, it was confirmed that there are over 1.2 million closely scrutinized on a terrorist watch list. It's not just Police State, but Surveillance State (and World). Brazil is pissed about how much the NSA is snooping into Brazil's aggregate network, consuming a large percentage of the bandwidth of the entire nation. Gobs and gobs of bandwidth is being used up by the NSA all across the world, especially Europe as well.
