Heh, I hope you understand that isn't what they are saying at all

That was to illustrate that simply using FLOPS can be misleading because they could just make a chip that had nothing but FP units on it tiny and consume, relatively speaking, a miniscule amount of power if all they were looking for was a raw FLOPS number.
