Just because Cornell says otherwise does not mean it is true. Dog sniff inspections require my criterions 1 and 2, and potentially criterion 3.
Edit: Actually searching electronic devices would be a search for meeting criterion 2, and probably 1 and 3. By Cornell's ridiculous standard, hidden recordings of any kind are searches.
