Paying $450/year and getting your $.20/gallon refunded sounds fair to me. I would get a $200 refund as I buy around 20 gallons of gas a week, so I'd pay $250 instead of the normal $200.. (and be loaning the state $200 that they would rebate)
I don't see a problem here?
