So it would have been better if they just raised the income or sales tax the same amount?

They're going to take the money one way or another, whether it's this or the "2nd eyeball tax" (tax on people with two eyes) does it really make any difference?

The state can't default on it's bills like pensions, employee salaries, provided services so they have to raise taxes.

Those who don't like the higher taxes can move to states with lower taxes. (or call their Congressperson and say, "We're hurting in district X!"

It's all pretty simple.
